The University wants to make sure that students who are able to pay for their education have access to courses they need in order to make academic progress. Before the payment deadline was instituted, students who did not have a plan for how to pay for college could register for courses and occupy a seat in the course only to withdraw or be dropped from the course three weeks into the semester when they failed to pay. Students who approached registration in this manner prevented students who had paid from getting into courses they needed.
